Joint Teaching Committee, 11 & 12 October 2012 (continued from BI 1847)
4) Teaching Standards for the European schools (2012-09-D-11-en-2)
Presented by Mrs Vermeire.
The document is presented as a generic document, the objective of which is to provide teachers with criteria to enable them to evaluate their professional practices.
Discussion: 
CdP: demands clarification of the points 20 and 32. On point 20, which contains the term competence, the definition is to be found in a document from October 2011. Point 32 introduces competence in several languages for the teachers, which is new. Will this be included as a condition for recruitment in the future?
Reply: It is not a condition for recruitment at present but perhaps in the future. Existing documents will be studied to decide whether this element should be retained or not. 
Commission: demand for clarification 
Directors and deputies express their thanks.
COSUP: confirms that motivated teachers are needed to motivate pupils and plead that room for creativity on the part of the teacher is included in the document.
On point 29:  there is a real need to assist new colleagues to rapidly integrate in the system.
SG: Article 30 of the Staff Regulations for CdC (evaluation of teachers) anticipates this document. 
Overall the document is well received and will be followed by others of more operational character.
5) Policy of Continuous Professional Development  (CPD) (2011-09-D-21-en-)
Introduced by Mrs Vermeire.
This document presents the movement from in-service training to the continuous professional development (CPD) of educational staff. The Educational advisors are also addressed by this document.
Discussion:
CdP: cautious and wonders about the profile of the teacher which emerges from a reading of the document; the teacher has sole responsibility for his professional improvement and for this, all the tools proposed are virtual or in passive communication. This goes contrary to the essence of the teacher, who communicates in the real world both physically and verbally. He has to show empathy and charisma and, in addition, master both subject and didactic methods. Education without, or almost without failure is sought. Then give teachers the resources, human and technical resources to achieve these ambitious goals. At present, subject training has been reduced and is made available to just some teachers, coordination time has been reduced, inviting external experts is expensive but the budget is cut. Do not forget that teachers’ contracts are limited to 9 years and if the teacher have not been able to pass on their knowledge and experience to the subject team, their expertise is lost.
Commission: wonders about the financial impact.
Interparents:  supports the teachers’ point of view and since timetable reductions have been cut, how are exchanges to be facilitated? 
Deputies: Technical difficulties can be foreseen. One can only develop internal improvement. 
Directors:  More human resources and more time are needed. A possibility exists: some days before or after the school year so as to respect the 180 days. More responsibility and resources should be given to coordinators.
Inspectors: propose an evaluation by peers
SG: the resources of the OSGES are not used to the full, a plan exists for CPD. The numbers of teachers attending In-service training should be increased. 
Practical elements are missing; a calendar for training must be drawn up, a plan to avoid a situation in which some teachers spend 9 years without training. 
Mrs Vermeire:  faced with the serious reservations expressed by the teachers, she proposes improving communication with these between now and February in order to remove the obstacles. 

VI. ITEMS REQUIRING AN OPINION FOR THE BOARD OF GOVERNORS
1) Joint report of the UK presidency of the Board of Inspectors and teaching committees (2012-09-D-14-en-1)
Introduced by Mr Hoy.
On page 14 there is an error, part of the text is missing. A new version of the document will be sent

2) Report of the Chair of the 2012 European Baccalaureate Examining Board (2012-09-D-10-en-1)
Mr Pachler: Wants to identify some the key things
Presentation of the report  “important to read because important things are mentioned in it.”
SG: Report is particularly important for the WG reform of the BAC
Parents: In agreement that too much happened at same time; hope all the recommendations are taken in consideration.
Commission: Good report and hopes that all the recommendations are taken in consideration.

Conclusion: positive report and recommendations will be taken in consideration.
3) Evaluation of the practical organisation of the oral & written exams BAC 2012 by Mrs Eckerstorfer.  PowerPoint Presentation
Information on quality assurance:
  • For the orals: a feedback on the oral exams will be communicated to teachers
  • The guidelines and criteria will be sent before the BAC questions are written. No date for this was give,
  • This year another sample of questionnaires will be chosen to evaluate the questions
  • For the written: Teacher feedback 
  • In L2, harmonise the exams better
4) Dossier of Conformity –Tallinn European Schooling (2012-09-D-24-en-1)
Short summary of the report.
Commission: Thanks the Estonian delegation and supports the creation. School must be audited before any EU contribution to the budget.
Greece: Why not open an Estonian section immediately? Estonian compulsory for everyone, also for the English speaking?
SG:  Clear document. In Estonia it is an obligation to study Estonian so it needs to be organised within the European curriculum. They need to have a closer look to the definition of the cat1 pupils because they are different then the definition as a type 1 school.
Positive advise taking into consideration the remarks made in the JTC.
5) Dossier of Conformity –European School of Copenhagen (2012-09-D-25-en-2)
Mr Damkjaer: Explanation of the situation and summary of the report.
Commission: Supports this proposal. Specified the accreditation before contribution is looked at.
Parents: Question the use of the name of European schools?
SG: Since the creation of European school Strasbourg it may be used.
Positive advise taking in consideration the remarks made in the JTC. 
VII Other Points
1) Report 180 days (2012-09-D-58-en-1)
Report introduced by the SG.
Commission: Ask for the exact days in 2011/2012 in each school. Asks “Why not doing the orals during Whitsun holidays?”
Directors: Not possible to have180 days and the professional development of teachers without missing any lessons and now also have to create a solution for the exams.
Parents: Not just the BAC orals, there is much more
CdP: If the oral were in the Whitsun week, it would be impossible to do a “BAC Blanc”, and if want to avoid missing lessons these meetings must be done during the weekends.

5) Languages of tuition for Economics in the European Schools system (2012-05-D-23-en-2)
DSG: the matter has been discussed for several years. Clarification has been proposed and approved. Eco in L1 if there is no other possibility
Several speakers thank the DSG for the document and clarification.
Parents: agree with everything so far, but ask why it is a communication instead of a point discussion?
DSG: only a clarification of the rules so not a new document but to give you the information that we can continue in a harmonised manner.

  • IV SYLLABUSES 
  • 1) Curriculum L2  – Primary cycle (2012-08-D-13-en-1)
  • Mr Schimek: Presentation of the document including the proposed timeline: presentation in May 2013, in service training for all in 2013/2014.
  • CdP: In the teachers’ opinion the document contains a plethora of ideas and new features and is very ambitious. Would like to see some moderation of this ambition and that training will be offered as well as the times and resources for the implementation.
Parents: Pleased but the new L2 program still neglects the bilingual, the very talented and the SWALS child. “Don’t introduce too quickly!”
Mr Schimek: Of course lot of in-service training is needed. Want to work out a strategy to reach each individual teacher. The differences demand lots of differentiated works which why already set the A1, A2 and B1.

  • Demand that more attention be paid to global warming in all the syllabuses.
  • Answer: In the policy is clearly written that pupils are trained to be European citizens. If this were changed to  “world” citizen ready for the future this would be implemented automatically.
  • The pupils are asked to send the written proposal to everybody.
  • V ITEMS REQUIRING AN OPINION FOR THE BUDGETARY COMMITTEE
1) Accredited schools (2012-09-D-7-en-1)
Secretary General:
New document that is a collection of several old documents, which the schools had to work through before they could ask for accreditation. The inspectors already asked that the original texts be added as an annex, and commented that the document must be made more comprehensible.
Mentoring of the new type 2 schools by a type 1 school is missing in the document.
Commission:  An Important document because there are more and more candidates.
Parents: A few detail remarks (native speaker problem and teacher qualifications)
Denmark: Differences between 2 language versions.
SG: seem to have worked with 2 different documents for years. Teacher qualifications needed to be changed because the type 2 and 3 schools are national schools and they use the national system. According to the BoG “native speakers don’t exist anymore.”
Take note of the document, takes note of the remarks and will be passed forward to the budgetary committee

2) Working Group Languages: final proposal (2012-01-D-36-en-3)
DSG introduces the document
There will be a report in February concerning the problem of pupils who fail the year.
The JTC is being asked for an opinion on 2 proposals
1.  A proposal concerning the basic level.
Some doubts were mentioned, especially concerning universities and their acceptation of the plan.
This proposal is accepted by consensus but taking into account the remarks.

2 A proposal regarding the Host Country Language
A long discussion ensued with every delegation giving their point of view. No consensus was possible so a vote was taken.
Outcome of the vote:
Proposal B1: 4
Proposal B2: 24
Abstentions: 3

Proposal B2 was accepted, but with reservations concerning timetables and financial problems
3) Provision of Support in the European Schools
Mrs Huisman: Explanation and short introduction of the documents. The aim is to create one document, which clarifies everything, and ensures that there is harmonisation between all the schools.
Commission: If it goes to the BC need an overview of the changes
CdP: the teachers would like to stress that, if they are prepared to practise it, differentiation has its limits and it is very difficult to apply in classes with large numbers of pupils. This leads to a remark on the critieria for splitting classes, which at present only take account of the number of pupils. Would it not be desirable to take account of the presence of 1 SEN pupil in a class to split it ?
Furthermore, the teachers would like to now how the coordination of this learning support is to be organised since this will be a greate deal of work…
Parents: Measures to be taken to help pupils with special needs must be in the document. Demand a full review at the end of the school year. Create specialist category of staff. A Call for expression of interest from therapists has been launched before test and not properly tendered.
COSUP: Extremely important document because every pupil needs support.
Primary directors:  Miss the fact that the multidisciplinary test should be updated every 2 years (Reply: it is in the document)
Secondary deputies: Fear of budget cuts, coordination is very important but money is restricted. Fears about the workload for the teachers especially the differentiation. Technical help is neglected in the document but this can also be a solution.

The chairwoman announces that the request from Mrs Dana Pavlicikova, primary deputy head in Karlsruhe, for a transfer to Munich has been approved.
I. Adoption of the Agenda (2012-09-D-9-en-3)
Adopted with changes in the order. 
II. Oral Communications
Mr Kivinen explains that the document Posts of Seconded teachers in the nursery, primary and secondary cycles – 2013/2014 school year (2012-09-D-39-fr-1) cannot be presented to the meeting since it is not finished, important information being missing. There have been problems with secondments from DE, I, BE. The information will be available next week. 
  • Decision of the BIP regarding the changes envisaged in the document: General introduction to the nursery and primary school curricula (2004-D-207-fr-7)

  • Follow-up EEC- + summary EEC video conference
    Presentation by Mme Mattosi
Several steps have been undertaken since October 2011 to assess the application of the EEC program.  
Four schools participated in a videoconference, which took place on 23 May in Brussels II. A very good experience, but with some technical difficulties. The program is now finished and the results are on the Website.
Mrs Mattosi emphasises the fact that video-conferencing is an efficient tool for training, but is not suited to all forms of training. 

Mrs Mussilova informs the JTC about the work of the “Assessment » group. All new syllabuses will have the same structure. Some syllabuses will have to be revised. The concept of evaluation in the primary has been discussed by the Board of Inspectors. The final proposal for the introduction of tools/instruments will be ready for the next meeting in February.

CdP: The teachers’ representatives wish to be included in the working group reflecting on the form of the primary report and regret that they have not been present in the group which has already been working on the matter. Would like to know whether the school report will be changed in the coming weeks with regard to the competencies in maths and/or L2 as has been rumoured.
In this respect would like to put on record that are not in favour of transitional measures, but rather a complete and thorough revision of the primary report being carried out with the teachers; a definitive change and not an transitional one. 

Mme Musilova explains that the management of the Frankfurt and Brussels III schools (pilot schools) had discussed evaluation with their teachers. The moment a concrete working document exists, CdP representatives will be invited.
The Chairwoman, Mme Vermeire, underlines the commitment to involving a member of the CdP in the 
“Assessment” working group.





3. Culham free school Site sharing
Introduced by Mr. Hoy 
Since last month The Culham Free School is sharing the site with the European School Culham, the costs being shared. This cooperation maintains a multi-cultural spirit. Discussions will be started about accreditation as a Type III school.
Interparents request a written document about the cooperation. Mr Hoy will provide them with a copy of the agreement.
4.  Review of the current situation in the Brussels European Schools
Mr. Kivinen explains the situation.
CdP: With regard to the new schools to be established in Brussels, the teachers would like the spirit of the ES to be preserved, with all schools having nursery-primary and secondary cycles on the same site (which also facilitates transition between the cycles).
5. Extra point
BAC
Mr. Marcheggiano (DSG): the document approved in April, concerning BAC 2015 which means the 6th year class of 2013 will no longer have a choice of BAC questions.
The parents comment that there will be no choice in Biology in 2014. DSG: decision was only taken yesterday and schools will be informed by letter today.
Mr Ries (inspector responsible for Biology): After discussion with the teachers and the working group the decision was taken to do away with choice as soon as possible. Pupils don’t need any special preparation for this situation since they are used to doing all questions. There will be a question from each subject.
The parents are worried about a retrospective change
